Polyporus radicatus
A stem that radicates extends into the ground, like a root. It's actually not extending into the ground, though: it's extending up from a buried substrate. In the case of the image, the point at which the stem suddenly gets narrower is the point at which it entered the ground (and you can see that it was broken off from where it went deeper still).
